Using Velo I’m already able to use filters to hide repeater results. Just a need a way for a collection’s item to automatically modify itself, based on Pricing Plans

Re the no code approach, yes I checked before if there was a way. I use dynamic pages to show these items, and they can only have 1 dataset. Unless you can show that more than 1 dataset can be used to filter results. I searched for a plans order collection but there doesn't seem to be one.
